Abstract

The new concept of destiny in the Western Zhou Dynasty, which was based on the principle of 'only destiny is not constant', solved the legitimacy foundation of the Western Zhou Dynasty and promoted the birth of the legal ideology of cautious punishment and light punishment. The relevant content in the Book of Changes respectively reflects or emphasizes the concepts of "cautious punishment" and "light punishment".
