Description

Improving the institutions of transformation of scientific and technological
achievements is an important direction of the reform of national innovation system in
China. Transferring scientific and technological achievements from research institutions
to enterprises via patent licensing and selling is one of the most common channels of
technology transfer. In the past decade, funded by the National Natural Science
Foundation of China (NSFC), research teams in Chinese universities and research
institutes have applied for a large number of patents. This project will empirically
investigate the quality of these patents and their licensing and selling activities by
constructing two large databases including Database of patents generated in the
NFSC-funded projects and Database of transacted patents generated in the NFSC-funded
projects. Using the two databases, this project will systematically analyze and assess
the application, grant, quality, licensing and selling of patents generated in the
NSFC-funded projects concluded from 2010 to 2019. Basing on results of empirical
analysis, this project will provide the NSFC with suggestions on improving its policy of
technology transfer
