Abstract

Among the strategic management research field, two main streams were focused. One is the effort to give answers to the "What" question, namely, the contents of strategy; the other concerns about the "How" question, namely, tries to disclose the process of strategy formation. The truth is, however, in research and practice we should know also the question of "When" after the formation of identified strategy. We should question whether the identified strategy is appropriate and when should be the best timing for the formation of strategy. The important thing for managers is to do right things right at right time. Considering the role of time on managerial cognition and strategic action, the proposed research explores the interaction of these two factors and their influences on the forming of technological innovation strategy of organization. An actor-based time strategy framework is put forward, offering a new perspective and method for the dynamic strategic action and technological innovation strategy. This research is expected further to offer insightful inspirations and suggestions for firms on considering the right time strategy in making technological innovation.
