Abstract

Existing bit rate control methods for image sequence are not user friendly because finding a suitable quantization parameter is difficult. In addition, these methods commonly make use of a linear prediction model for time correlation, which may not be accurate in practice. In this paper we present a new algorithm for bit rate control. It starts with preprocessing step which analyzes the quantization parameters before coding image sequence. It also takes into consideration the characteristics of the image sequence Experimental results show that: the presented algorithm can accurately control the bit rate and significantly increase the peak signal to noise ratio value for a given image.
