Abstract
In releasing the value of data elements in China, county (district) level government acts as the ‘end’ for converting and implementing public data development and utilisation policies, as well as the ‘bridge’ for connecting and transporting data on the social end (i.e. the general public and enterprises). Based on field research in the information-related departments of County A in central China, this study focuses on the three stages in the development and utilisation of public data, namely, aggregation, development, and application. The research findings indicate that the coordination mechanism needs to be streamlined, the data infrastructure needs to be improved, and the data development market players need to be cultivated. In light of these new circumstances and challenges, this study proposes policy recommendations for optimising public data development and utilisation at the county level, including establishing a unified and coordinated data governance system, and introducing social forces and market-oriented mechanisms.
