Infrastructures are essential for the development of modern societies. Due to their size,
complex geotechnical conditions along the route, and a large number of stakeholders, cost
and time overruns in infrastructure projects are common. The current literature reveals there
are less research related to cost and time performance in infrastructure projects in Asia.
Hence, the aims of this research are to provide the characteristics of cost and time overruns
and cause in infrastructure projects in Asia and to predict the cost performance in future
projects. The proposed methodology employs the probabilistic and statistical analysis for
estimating cost and time overruns in the completed projects and a machine learning
technique for developing a model for prediction of cost overruns in future projects. The results are significant for project managers since it enables to apply strategies in the early
project phase in order to reduce cost overruns and successfully deliver project.
