Weiquan Chen is a PhD candidate at Xi’an Jiaotong-Liverpool University (XJTLU), China. His ongoing doctoral research focuses on China’s River Chief System, a policy aimed at enhancing water governance, exploring its mechanisms of transfer, and examining its potential for conceptual spillover in broader governance contexts.
