Abstract

Smart cities are a leading concept on the current global urbanization agenda. Despite such widespread acclaim, with respect to their actual development, planners face many operational challenges; one such obstacle involves a lack of inclusion for diverse actors in existing research methods. Collaboration in the planning process can be enhanced by formulating an empirical research framework for evaluating stakeholder opinions and potential conflicts. This paper seeks to isolate the stakeholder’s perspective as an assessment factor for smart city development. The researchers utilize a Q methodology to extract stakeholder attitudes and subjective opinions in the case of the Smart Gusu project in China. Conclusions drawn from this research will contribute toward the broader subjective landscape of knowledge involving our ongoing understanding of smart cities and their implications toward evolving urbanization strategies. By continuing to develop empirical tools for mapping conflicts within the expanding field of smart cities, this chapter aims to contribute to the efficiency of associated and future projects.
