Dr. Xuechun Wang is an Assistant Professor at the XIPU Institution, XJTLU, with a specialization in public management and public policy.

In light of the increasingly complex regional challenges observed over the past decade, concepts such as cross-border cooperation and inter-local collaboration have gained significant traction. Her research focuses on two key types of collaborative governance: public service sharing and climate co-governance. These strategies have been selected in response to the recognition that single governments are often unable to address systemic issues on their own.

A particular innovation of her work on collaboration was the identification of a three-dimensional cooperation model (i.e. breadth of cooperation, partner selection, and depth of cooperation), which is now increasingly recognized as a novel approach in the study of collaboration and is currently undergoing significant development. By expanding upon this framework, her team investigated the distinct mechanisms by which traditional cooperation factors influence the three cooperation dimensions and how peer conformity facilitates partner selection.

Her early work conducted research evaluating low-carbon city initiatives and climate co-governance. Based on confidential state data, her team has conducted a comprehensive assessment of the effectiveness of China's low-carbon city pilots. The main contributions have supported China’s National Development and Reform Commission in evaluating the effectiveness of its initial two rounds of low-carbon city pilots and in strategically selecting pilots for the subsequent phase.
