    Description

    • Built a unified Smart Environmental Protection Big Data Center to collect, manage, and analyze citywide environmental data.
    • Designed the “One Network, One Database, One Map, One Cloud, One Brain” architecture, enabling cross-departmental coordination in environmental governance.
    • Applied AI algorithms for pollution early warning, trend prediction, and risk analysis, providing scientific decision support for local governments.
    • Established a dedicated “Smart Environmental Protection Business Unit” to standardize and productize the solution for nationwide replication.

    Key findings

    • In 2018, the first year of implementation, Chuzhou’s annual PM2.5 concentration decreased from 58 μg/m³ to 51 μg/m³, a 12.1% reduction, exceeding the provincial government’s target.
    • In 2019, PM2.5 levels further dropped to 47 μg/m³, achieving the “Blue Sky Protection” 3-year plan target one year ahead of schedule.
    • By 2020, PM2.5 fell to 44 μg/m³, and the proportion of “excellent air quality days” exceeded 80% (81.7%) for the first time.
    • The “Chuzhou Model” was replicated in Shenzhen, where Ping An (in partnership with Huawei) won a RMB 446 million Smart Environmental Protection project, which later received the IDC Asia-Pacific Smart City Award (2021).
    • By 2019, the Smart Environmental Protection Business Unit achieved the highest revenue ranking among the 13 business divisions of Ping An International Smart City Company.

    The Ping An AI Smart Environmental Protection Project was one of the first large-scale applications of AI in urban environmental governance in China. It helped local governments transition from “manual monitoring + reactive measures” to “intelligent monitoring + proactive early warning + scientific decision-making.” The project significantly improved air quality and governance efficiency in both Chuzhou and Shenzhen, while creating a sustainable commercial model and strengthening Ping An’s reputation in the smart city sector. As a pioneering extension of a financial group into smart city construction, it showcased the transformative potential of AI in green governance and sustainable development, and solidified Ping An’s leadership in the smart city industry.
