Cities in Jiangsu province (e.g., Suzhou) have been encouraging the development of a digital economy, which deems to promote increasing and upgrading industries. Previous studies reveal that governmental policies activate regional digital entrepreneurship. However, the complex reality asks for combinations of policies from the government to activate digital entrepreneurship activities. First, this project identifies the typology of entrepreneurial policies at the city level through textual analysis; second, it explores the combination of policies activating digital entrepreneurship using fuzzy-set qualitative comparative analysis (fs-QCA). Findings are meaningful to governments who want to activate regional digital entrepreneurship more effectively with the combination of policies.
