Cities are becoming increasingly complex, interconnected, and uncertain. While urban governance has traditionally centred on planning, regulation, and performance measurement, the challenges of the twenty-first century require a more adaptive and anticipatory approach.

This keynote introduces Design Intelligence as a framework that brings together human creativity, artificial intelligence, environmental knowledge, and collective participation. It transforms urban information from a record of performance into a resource for better decisions, continuous learning, and future-oriented action. Technologies such as AI, digital twins, and immersive environments become enablers of more responsive, resilient, and liveable cities rather than ends in themselves.

The keynote argues that urban governance must evolve from managing systems to cultivating living urban futures. The cities of tomorrow will be distinguished not only by how well they are measured, but by their capacity to learn, adapt, and create lasting value for people, place, and planet.
