Description
Digital entrepreneurship is the engine to drive the digital economy and policies to enhance digital entrepreneurship activities. However, the extant literature overlooked that entrepreneurship policy is multi-faceted and different facets’ contributions varied. Therefore, finding out when multi-faceted policies take effect and how to get the most from policies to activate digital entrepreneurship becomes important. Based on Technology-Organization-Environment (TOE) model, this study analyzed how these nice facets of entrepreneurship policies configured lead to the high and low level of digital entrepreneurship in 13 cities of Jiangsu province. Our fuzzy set qualitative comparative analysis (fsQCA) results show that there are four policy configurations that lead to the high-level of digital entrepreneurship in Jiangsu province. There are also four policy configurations that lead to low-level digital entrepreneurship activity.
