In the year of COP26 in Glasgow, the Chinese government has made several important climate announcements: carbon neutrality by 2060, an emissions peak before 2030 and most recently a peak in coal consumption as early as 2026. How Chinese climate policy and some of these decisions were made remain a black box to most observers.

This book presentation will shed some light on the historical/theoretical perspectives of Chinese climate policy and offers first-hand reflections on current political dynamics in the EU-China relationship.

Drawing on first hand interview data with experts and government officials, Gippner develops a new analytical framework to explore the vested interests and policy debates surrounding Chinese climate policy-making. Scrutinising the “turf wars” that have erupted between bureaucratic institutions, this book places trajectories of Chinese climate policies in the context of the international politics of climate change. Gippner’s framework is deployed in case studies based on the 2°C target, emissions trading and carbon capture and storage.
